Sept 18 Work Session

Minutes 9_18_14

The meeting was called to order and the following board members were in attendance: Hank Earle; Patricia Ploeger, Rich Filippelli, Marguerite Shortt, and Laura Russo.

 Salute to the flag


The minutes from the previous meeting were accepted.

 Grant- Pat has good news – Balls office called – did we fill out the form? So there is still hope.

 Weed mapping – The biologist will be on the lake on Friday 9/19/14. Asked him for quotes and he’ll recommend and we will put in the application. We did our job – whether approved or not – we will see.
Pricing: algaecides; herbicides; carp –ask the town for prices - Bruce Major – Dan Rossi gave their opinions – is it the towns responsibility or the PLPD’s responsibility.

 Mike Griffan –has said ‘ As long as I am supervisor, the dam is town responsibility’

 Nothing has been done – gate needs to be fixed – update to the new code – no one is looking into it.
We’ve pay taxes since 1945 – what is the town doing for us for that money? Not lighting, not garbage – we pay for all of that. If we drain the lake to fix the dam and might as well put in the carp gate.

 DEC is re-examining carp as a whole, cheaper, better, may be harder to get carp. Carp is down the road, do other things and when the approval comes through we decide what to do?

 The dam needs to be fix – the gate is leaking, no water goes over the dam during the dry spell.

 No Parking signs – are being made – there is a map the town says where the signs will go

 Town picking up rubbish on the side of the road

 Budget – over budget for carp gate – not happy with coaches – need to fill out time slips more accurately – pay hourly – talk to Gerry how many hours per week – what are the hours per day, per week. It must be normal and proper. No pay for time driving; look at possible lump sum – but time should be true. Why can’t you set it up as a stipend? Tom to call Trish for explanation.

 Softball – gets stipend - umpires $50 per game.


Trisha sent a ledger – we are under budget overall – the lifeguard umbrellas – were replaced late in the season – we paid all the legal fees up front instead of spreading it over the years.

 We need an excavator for spreading sand.

 We have Salem Fence, Campenella fence for prices
Black fences – 6 ft high – or shorter - get some brochures and designs and prices – ask the town lawyer or building dept if there is height limits

 Doggie bags for poop! Code 116.15 B3 says dogs, cats and household pets – may be permitted on all beaches – entire park district

 What is the PLPD limit for enforcing cleaning up after your dog – put bags around the lake – put emphasis on entire district must clean up. Marguerite’s project is to get 3 ideas of signs and bags. Add to the 17 no parking signs - with the bags -near the fence area

 Tom started looking into the easy access beach – mats, shading, railings. Also working on the drainage for the ball field –
Town engineer to look into the drainage – burms, other suggestions


Hanks idea is to get professionals – to assess the entire area. Better scope of work what should we do and how to do it. Maybe a quick sketch so we can use it for a each type of bid

 Dave – maintenance – Saturday 8 am– stain the rest of the boat house – a little painting. Locust trees cut the down – meet Saturday Pat, Gerry and Dave to see what Locust trees at Laconia beach need to be cut. Priority – then paint and stain. Pat to contact the county about cutting the locust trees on Haviland Drive.

 The rusty fence – how to remove it? Pat to have Dave look at it and let the new owner know we are doing it.

 Should we keep Dave going on the projects needed to be complete? Max only 28 hours per week. – All present board members agreed. Make a list and assign each task weekly. Including trim vines

 Activities – softball last weekend – Nominated Rich to run with this – need ideas – drainage – bring the ideas to the table and we approve or decline it.

 Fall clean up 10/18 – also public relations – hot dogs, coffee

 Must use BCC when sending all emails

 Jeff Bode will turn over the domain of the website to the town (Mike to handle) – advise him

 Repairs: Fence-Joe Duke and Eddie Sullivan to meet and decide how to work on the wall

 Walking path – Marguerite to send out stuff she got for benches

 Pat to talk to Rich about RFQ – to walk Interlaken to the North Boat Launch and what do they need from us. Boy Scouts asked us for a project – to obtain an eye badge – what do we need – ideas – stone path, wood chip path? Do we need a survey? Do we have a topographical map to view for high and low spots for a small walking bridge? We need to start clearing the woods properly.

 Ball field to be Rich’s project and get 3 proposal – then send it out for quotes on  drainage. How would you do it and then we pick the best idea and then ask for bids

 Boat removal – why do we do it? Is it necessary? We need a full board for a decision.

Assign a boat parking space on an A frame boat rack. Designate boat areas going forward. Need a carpenter – to build these – We need a full board to decide on this.

Rafts- need prices – fiberglass, aluminum, wood? – Hank never got prices back – he gets emails of ideas – easydocks.com – Do it in December. Maybe grant money?

Grant money use it - when do we have to spend it 2014 or 2015?

 Volleyball court at the beach – Basketball court – blacktopped –capital expenditures

 Baseball league – must be part of Patterson – let’s seriously look into little league

Invite the head of the league to a meeting to discuss what we need to do

 Bulletin boards - ASAP – at least the Halloween poster – do it seasonally – decorate it and keep it current.

 Neighborhood watch – PLPD to sponsor it – can we fund the signs? We need to vote on this. The next meeting is Thursday Sept 25th

 New business: PLPD Float in the parade for the Tree lighting – beach related?  We need ideas

Sept 4  Work Session

Work Session: 9/4/14 – all board members are present

 Weed survey – Allied - Marguerite and Pat to discuss and get an update from Chris – they will ask him for help. Although he is not in favor of Carp – ask him for advice. Get estimates for carp – the objective, scientific report is needed – it will go to the town and they will send the report to the DEC for recommendations – carp or not

The DEC will decide if we should have carp. The gate needs to be engineered.
Pricing needed for each option available

 Boat removals – if the second sticker is on the boat – Boats need to be removed

All boats need to be removed by Dec  1st – should we remove boats or leave? The Town law states ‘you may be asked to remove’ - We will decide next meeting

The area of land that used to be mowed – should we mow it? weed whack it? Voted on by board – Denied by all members for this year – Need to be decided: How much of this land do we clear and where
Interlaken looks ratty 
Parkland clean up:
In the fall = debris, brush, fallen trees – ask the town to chip it or purchase our own? 5K?
Compromise – get volunteers and then pay the town to chip it – we need to be clear on what to cut and what to clear
North end of the lake – get estimates – then let the community know – want to keep taxes down = come volunteer

 The fence by 44 lakeshore house is rusted – agreed to remove fence but leave bushes – eye sore and a hazard – voted and agreed by all board members.

 1st week of November – clear vines, clean garbage – bag it
Boat house painting – David to finish painting & stain – Thompson’s Waterseal – to finish benches
once the boat house is complete.

 Remove the locust trees but do something to help erosion - need opinions on what to do

Oct 1st – no more maintenance.
Oct 4th – beach clean up – bring in the floats – 12*12 float at the end of the lake needs to be moved – move it out to the open clear area and make it a fishing dock

Future projects – walking path; erosion; handicap area/access – easy to pick a spot – but access is needed
Benches – Marguerite to price different types – cedar; cement; different areas to put them – They MUST be anchored.
Ball field – drainage - Hank to talk to Russ or Rich – need drainage from R field @ the bench to outfield – need a price
Jackson beach fence - add specific details to the bid on the RFQ
Erosion of the beach – sand- what do we need to do – need Burms – check with an engineer

 
Budget – Trish had a discrepancy of the hours for the swim team and or life guards – the numbers for next year are needed by Dec 31, 2014

Softball league – estimate of teams, how many games, how many teams, how much is the stipend, balls, shirts, amount for equipment, umpires, commissioners, etc…What does he need –it is our budget!

Next year – meeting with the captains and the board – We need respect for the field – bottle tops and cigarette butts

Dumpster – do we still need it or should we get rid of it – if we get charged – we do not want it – looks & the expense – then remove it

 April 1st-Dec 1st have the dumpster 
Remove port-o-sans Sept 15th – beach – Oct 15th softball

Swim Team – open to the public
Life guard – new $10 per hour; 25 cents each year they come back – head life guard $15.00
Maintenance – same budget –maybe a youth helper - $9 per hour

 New Business:
Any party on the beach (Hudson) – The town needs to give approval
If alcohol is served – covered under the umbrella policy - waiver – application – filed with the town
10-15 people waive the fee if not for profit – only PLPD residents – a refundable $150 deposit –if all cleaned up

 We need life guard chairs – have a carpenter make them – and the soffit/roofline repaired – RFQ – get a price

Minutes from September 4, 2014 - Public Session


The meeting was called to order and the following board members were in attendance: Hank Earle; Mike Ercole, Patricia Ploeger, Rich Filippelli, Marguerite Shortt, Thomas Douglas and Laura Russo.

Lake Management- Chemical treatments complete for this year – weed mapping still going on – once Allied Biological is done - it will be given to us and/or town and then to the DEC
DEC need mapping to determine if we need carp, how many – based on good and/or bad weeds.
Then we would get the permit for carp
Algae – next year we can do more treatments – we can start earlier – but right now we can see down 3 feet. Snow – lots or the lack of will have an effect the on the lake – good or bad
Signs - No parking – hunter green posts = $1,537.01- some money to the county& some will be backed billed by the town – (labor, posts, hardware, men to install)

 Next year should we consider stickers for the cars – should we spend the money?? Stickers would say PLPD members – still need to decide where people can park – designate an area.


Wrist bands are for the beach not for fishing – we can re-visit the wristbands

 The CT residents with deeded rights – we need to discuss access points to the beach.

 Budget – has been submitted – we will not raise taxes

 Activities – softball 2 or 3 weeks left – playoffs

Fences -  Fairfield beach – Advisory board requests emergency repair to the fence and wall due to a car accident – not to exceed $4050.00 – The town may help with funds if insurance doesn’t cover the entire amount. (new posts, stone wall work) – review estimates at the work session.

 Boat auction – 5 people attended – boats started at $20.00 and bidding increased nicely. The total made was $713.00  - It will cost $90.00 to remove the junk boats


Neighborhood watch- Pat working on Block captians

Speed radar set up between Laconia and Interlaken – it should be moved to Lakeshore

Donation of signs – one person donated $200 for signs – it is for the entire area not just PLPD members – it is a community watch area.

 
Public relations – Advertising for anything – on Sept 1 – we had 104 views and Sept 3 – 75 views
Marguerite wrote to Jeff asking for access to PLPD website.
The main sign at the VFW is owned by the town – we want to advertise our own stuff

 
Open to the public speaking:

How come you only concentrated on the ball field – new shed and fence and nothing happened to the parkland.
        We repaired the fence because it fell down and it was a hazard

The shed was replaced because it was in bad shaped and need to be replaced


We concentrated on the water

You should hire people to clean up and remove tag sale signs/lost cat. Etc…

            We shouldn’t hire people to remove signs – it isn’t part of the parklands – people should remove them if the people that had the sale do not remove them. Call people to come remove their signs

 ‘845’ is who we are using for cutting the grass


We need to protect the lake – we need more than grass – we will look into the proper thing that will hold back the soil and prevent erosion.

Volunteers- we were hoping to have more volunteers – we need to have a huge fall clean up and get the community involved.

 Once the parkland is clear (vines, downed trees) – who will maintain it

 We should do a mailing – 1st class mail to let everyone know about the results of the water; mention a clean up day

 Create sub-committees – to find volunteers for each committee.

 
Budget money for 2015:

Design walking path – Rich Williams – Town engineer to back bill us for time/estimate – but we can get an idea of what it will cost.
Town needs to approve an engineer – we can do a walk through once the leaves fall.
We will continue meetings through the winter – weather permitting

August 21 Work Session

The meeting was called to order and the following board members were in attendance: Hank Earle; Mike Ercole, Pat Ploeger, Rich Filippelli, Marguerite Shortt, and Laura Russo.

The minutes from the previous meeting were accepted.

Agenda:

Hank noted that the agenda is always the same each meeting and asked for each board member to give input for more ideas.

 

Maintenance:

Grass growth is slow this time of year so we need additional projects for our two maintenance personnel. Suggestions were to pick up at Lacona Beach – lots of garbage at shoreline should be picked up on a regular basis. Locust Trees – 10-12 feet high – need to cut them down. Marguerite and Pat to meet at boat house with Gerry Doyle to assign pruning/cleaning, etc.

Lake Maintenance:
Pat and Marguerite checked out the lake on the 17th.  While the Cutrine Plus has helped keep the algae down and the lake exceptionally clear, the cove near Mohawk Drive and up at the north end are showing signs of algae.  The filamentous algae is ringing the shoreline in all but a few spots.  Pat asked if the ballfield gets fertilized since the field drains into a major inflow, and was assured it was not.  Next year the emphasis needs to be keeping pollutants out of the lake.  Barley bales were discussed as one remedy. Also discussed was making sure the town enforces the MS4 requirement for septic cleanouts every three years.

There is no news from Sen. Ball’s office re the $50,000 grant, but Town Councilman Charlie Cook assured us that he is continuing to track it.

No Parking Signs:
Margaux Miller, Town Highway has a price of $408 from the county for making the 17 required signs.  The installation will be $1,100-1,200. Pat will send the board the final figure as well as the text as approved by the Town Attorney.

2015 Budget:
Tom and Pat met to incorporate the prioritized list of projects with the standard expenses such as liability insurance, electricity, etc. An adjustment needed to be made to balance the budget so the $15,000 line item for a new backstop at the ballfield was deleted.  Rich F. was assured that did not mean that it was off the table.  It was noted that the Town engineer is paid a fee for his time which gets charged back to the PLPD budget. We also pay the town for services provided to us – gas, mileage, & time

Tricia Brooks, Town Comptroller, needs specific details on the swim team – hours for coaches and the rate per coach.  Geri Dolan was contacted and said that in 2014 she budgeted  2 hours per day x 5 days per week x 6 weeks. Swim team costs $4,277 – we lost $1,000 – 39 kids/23 families = 3,060. We need to balance the budget but we can utilize funds in reserve.  Swim lessons – Hank got a note we went over budget.  Tricia Brooks also explained that the lifeguards, per town policy, would be reimbursed for training as follows:

Certification & CPR – year 1 of employment – no reimbursement

CPR only -  paid in year 2

Re-certification & CPR - paid in year 3

If they go to Green Chimneys for certification – we will pay – if not we will pay a portion. Ben needs to complete the evaluation for each life guard – then Ben and Hank need to sign.

The carp gate is in the budget and will be paid for with funds that are in reserve from last year.  If the DEC approves the application based on the weed survey we will move ahead with the carp gate – something the community says it wants.

We are not raising taxes! – Revenue  raised from taxes will remain at $129,758.

Ball Field/Softball - Rich – the gravel and shed are in place and it needs painting – it was unpainted - we have the paint - To be done on Saturday 8/23/14 – Dave will paint the trim and the entire shed – priority before it gets wet

Projects - paint the benches white and the tables hunter green

There are 108 games which include the playoffs

Issues to be addressed –complaints have been made about drinking beer in the open – it needs to be discreet – use coolers – clean up after the games – beer caps on the ground and cigarette butts. Treat the park with respect. There are garbage pails

Next year – The Advisory Board will meet with the captains to let them know what we expect.

Boats - Start checking the boat ID’s – we need more stickers – The board questioned why the boats had to be removed on an annual basis. Boat auction – Aug 23rd at 9 am to view and 10am the auction will start – cash only – we have 5 or 6 boats.

Public Relations:
When were the ‘Get the scoop’ signs put up? Mike has actually # of hits. The numbers increased for visitors to the site. So let’s add a 3rd sign and have seasonal signs as well as move them around.  Also, the display at Putnam Lake Market needs to be spruced up.  Marguerite will ask Jeff Boede if he will transfer the PLPD website from his name to ours.

Fence repairs – Fairfield Beach – Estimates - Duke $1200 and Ed Garrity $3200- Insurance claim for July 27th auto accident.  Jackson Beach - Pat will send RFQ’s  to three fence companies.

Events Committee:
Halloween Window painting – budget $50-$100 – will buy candy, paint, brushes and soda. We need 100 people @$35.00 per head  at the Luau to cover expenses and contribute to the cost of other community events.  This year we lost about $300. Next year maybe a senior price or a couples price.

Next meeting:
Investigate and discuss if we want to store the boats – Boat racks?
Power to Jackson Beach?? Need 3 prices for camera and lights – maybe $2,500-$3,000

August 7th Work Session

 Maintenance Person-
       Discussion on adding another Maintenance person. David Colucci will be
       added to help in maintaining the beach areas,  doing weed wacking, painting
       Boat House, and other maintenance projects for a few hours each week.
          
 Lake Management-
       Addressing whether a 2nd application of Cutrine  Plus might be needed.
       What is water clarity? Before treatment clarity was less than 2 feet (.8 meters)
       With treatment an increase to 6 feet (2.7 meters.). Since July 14 treatment are
        we seeing decrease in clarity, and increase in the Cyanobacteria?
        Pat will call Allied Biological to inquire about possible 2nd application if
        needed.

       Parkland Signs-
       "No Parking" signs are needed - Tom Recommends 12. Hank will inquire as
       to specifics.

       Pat will follow up with a Town on accident and damaged fence at Fairfield Beach.

  Budget -
       Discussion on 2015 budget and on priorities on budget distribution.
       How can budget work? What are expenses? What are goals, what do we need?
       What will Lake Maintenance include, herbicide treatment, algaecide ?
          
       Pat and Tom will work on budget.

August 7th Public Meeting

9/15/2014

 
Present: Hank Earle, Mike Ercole, Marguerite Shortt, Pat Ploeger, Tom Douglas and Rich Filipelli.  Also present was Town Councilman Pete Dandreano.

Hank Earle announced that the July 17th work session was cancelled due to vacations, and sickness.  He also announced that Matt Menchen's passed away on July 16.

The Park District hired new part time maintenance people: Gerry Doyle and David Colucci.
Gerry has been working for two weeks, David will be starting shortly. If anyone is interested in this position please apply.

Old Business
Lake Management - The grant from Sen. Ball's office is in limbo.  We haven't heard
anything but are still waiting for word.

Blue/Green Algae - We had our first application of a Cutrine Plus 
July 14, 2014.  We will be  talking about a possible 2nd application 
with the Towns' approval if needed.

The geese problem - hopefully next year Bill Poley and others
will again oil eggs to keep down the population. The mason line is working well.  Hank explained that if the lines are strung 6 and 12 inches high the geesewill not
walk either under or over it to get onto the parkland.The lifeguards are happy it is up.

Cutrine Plus application-
Pat Ploeger contacted the Putnam County Department of Health
regarding a communication they received from someone saying
Chlorine was used in our lake to treat the algae.  Pat advised
the Department of Health that Cutrine Plus, not Chlorine, had been applied
to our lake  by Allied Biological with DEC permits. Pat could not find out
who sent the communication to contact them, but advised the DOH of the facts.

Parkland Signs-
Hank said he would talk to the County about No Parking signs for the parkland.  Pat said she had asked the Town in June for guidance on specifics of how many, wording and location.  Mike Griffin felt that 7-12 signs would do the job.

Budget-
Taxes will NOT be going up. The budget amount will be much the same as last year.
We are still hoping to hear about the grant money coming through this year. A question was asked about what happens to any unused budgeted funds. They were told it is carried over and accumulates interest. ($130.00 interest has been addedfrom last year.)

A question was asked about the maintenance on Lacona Beach, the area that
had been cleared, and would it be maintained. Also would the property Bill Frank had cleared be maintained, and would the Town be planting grass on the parkland damaged by the parked cars. Hank said we were hoping volunteers would clear and maintain the property as Bill Frank had.

There was discussion on the Town and County responsibility on the parkland.
Both maintain a distance of 25 feet from the center line extending to the parkland.

A question was asked about enforcing no parking on the parkland.  The Town
will not enforce the no parking until the "No Parking" signs are up.  The signs
will be ordered.

Activities
Baseball-
Rich Filipelli said the shed for the baseball field has been ordered and is scheduled
for delivery on 8/13. There was also a discussion on gravel and a sign for the scoreboard.

Swim Team-
Swim Team is finished for the season.  The teams did well and placed
for the invitational.  Final was Sunday. The Swim Team had 38 kids.  
 
Swim Lessons had 15 kids.
There was discussion on possibly opening up the Swim Team and Swim Lessons
to some outside the District (perhaps 25) as a community service and a
help in paying for the programs.

Beaches and Parkland -
The fence was damaged at Fairfield a Beach due to an auto accident. Information 
on the damage and accident will be sent and discussed with the Town. Pat will contact 
Sue Brown. Pat will also contact fence companies regarding the fencing at Jackson Beach.

Jackson Beach-vandalism.  There was some vandalism at Jackson Beach. Cameras or lights were discussed as a deterrent. 

Other Business -
Luau had 65 people. It had a small loss of $45.00.  Advertising should have
noted all proceeds benefit children's events throughout the year . Such as 
Easter Egg Hunt, Halloween Window Painting, etc. The Events Committee will not be having the Regatta this year.

A suggestion was given the Park Advisory Board on welcoming new residents
to the Park  District. A Welcome Wagon Package listing activities, how and whomto contact for information and events was suggested.

The Neighborhood Watch Meeting will be held on Thursday, August 14, 2014,
7PM at the Putnam Lake Fire Department, front bays, lower level.


Public Relations -
"Get The Scoop"  signs were made and put up at Warren beach and near the boathouse to advertise the Park District website for community information and happenings.  If anyone would like to list events, fund raisers, flea markets, please contact us.
A Fundraiser for Henry Zemsky, Jr. is being held on August 23, 2014 at the VFW
at 7PM.

Boat Auction (5 or 6 boats) will be held on August 23, 2014 - 10 AM at the 
Putnam Lake Boat House, preview of boats at 9AM.  The auction is being 
advertised in the Courier and Examiner Newspapers.

New Business -
Question was asked about a Doggie Area, or a thought of a Doggie Park.
Hank said it will need a good location.  Maybe the town of Patterson
could help with that location. Dog waste signs and trash bins will be discussed at the work session.

Community Day for Patterson is Saturday,  September 6th                 It was asked if pictures from Luau could be put on website.

July 3rd Public Meeting

Minutes from July 3 Public Session/Work Session

The meeting was called to order and the following board members were in attendance: Hank Earle; Mike Ercole, Pat Ploeger, Rich Filippelli, Marguerite Shortt, and Laura Russo. Town Board member Pete Dandreano was also in attendance.
The minutes from the previous meeting were accepted.
Hank gave an update on the lake management. – Pete updated that Greg Ball’s office said the grant is moving along.
Pat updated that the permits are approved for copper sulfate and Cutrine Plus.
Second weed study was done June 23&24. We do not have a price yet. He will let us know if it is feasible.
Mike provided the swim schedule.
The report from Dr Effing – studied the inflows to the lake; drainage and streams. It does show phosphorous and fecal matter.
FOLA Lower Hudson Lakes Conference will be on July 18, featuring Scott Kishbaugh and Chris Doyle. All are welcome to attend. A $5 donation is requested to cover the food.

Activities: Softball – Everyone is happy – sign is posted – no alcohol – it’s been mentioned Joe needs to keep it in control – no fights and it can’t get crazy. We need a balance. Not everyone wants league play on Sunday’s.
Swim Team- 38 kids already registered and paid – 1st meet 8am on the 8th – final registration by July 7th. You can join if you are grandfathered in.
Swim Lessons- $70/member $95/non-member - $100 proposed outside fee but board approved $95. Due to low enrollment – if members fill all spots – non members will not be allowed to participate.

Beaches and Parklands –The signs are up and they look great.
Discussion of where to post the sign for no boats beyond these points
Boats that are not in a proper spot – will be stickered for 2 weeks and then removed.
Pat will find out the proper wording and which 2 publications to post the auction notice for boats – ask Town for approval
Proposed auction date: July 26th – preview 9am and auction at 10 am

Geese – Need goose off/ribbons on fences – Hank will start with Mason line and wood stakes – maybe high grass – droppings need to be addressed – life guards are supposed to be cleaning it up – Hank will remind them 1 lifeguard to watch and 1 to clean up

Signs: How many? How much space between each sign? Cost? Can the County sign Dept make them? Pat sent Sue a letter. Proposed white sign = black or red writing
Signs to promote the website – 3 signs @ $200  - from Olson’s
Shed – rip down shed and Hank will order one from home Depot on Monday the 7th and order 4 yards of gravel.
Website: Want to expand content – tag sales – notifications – for sale, etc…
Magnets for the cars while patrolling & enforcing rules of the Park District and shirts were looked at.

            “We are in authority” call 911 for issues – Mike Schmit is our Liaison
There will be extra patrols during the summer months – we need to build a relationship with the Sheriffs.
Maintenance person – interviews 7th & 8th. The Town Board Meeting is on the 9th.

            Dave- Kobe- Matt – Jerry – Carl’s son – we would like to get 4 out of the 5 approved just in case or for back up/small projects

845 has been contracted to cut the grass < $150 per mow
