Minutes from September 19, 2013 Work Session

9/20/2013

 
  1. The meeting was called to order at 7:00 PM.
  2. All board members were in attendance except John Logue.
  3. Softball League update:  The last championship games will be played on October 6th.  The Advisory Board discussed some budgetary items and improvements for next season.  All board members present voted that applications for next year’s commissioner will be accepted after November 1st.  Announcements about the position will be made later this year.  Decisions for the commissioner will be made in early 2014.
  4. Ballfield:  New benches were donated and will be installed on the field.
  5. Parkland update:  A letter was sent from the town to all Putnam Lake residents reminding them that overnight parking on parkland property is prohibited by town law.  Two resident homes asked for easements to continue their private use of the land.  The town board asked the Highway Department, Planning Department and the Park Advisory Board for recommendations on each case.  The board reviewed all information, photos and visited the sites.  Recommendations were submitted following the park district guidelines that all residents have equal access to parkland property.
  6. Boats:  The boat removal procedure for October 5th/6th was reviewed and discussed.  Boats without registration tags will be impounded.  Some community volunteers may be on hand to assist with the process.
  7. Beaches:  The board reviewed this year’s beach setup procedure and created a timeline for next year.  Date’s were set for all activities including preparation, cleanup, dock installation, etc.  Warren beach dock removal for the weekend of September 28th was discussed and finalized.  
  8. The Blue-Green algae notices for this year were discussed.  They were posted at each beach, the market bulletin board and the website.  A resident emailed asking that it be posted at additional locations around the lake.  The Park Advisory board has plans to install park signs and public bulletin boards at all beaches and several boat launching areas by next year.  These locations will then be available for posting any notices regarding water quality or other issues of importance.
  9. The boat house roof was discussed.  The previously installed roof by the PLCC is unfinished and has eaves open to the inside of the building.  Plans were made to finish off this project.
  10. The Putnam Lake dam was discussed.  The valve has been leaking for much of the summer.  The town will need to make repairs in the near future.  The dam is owned by the town of Patterson and repair costs will be the responsibility of the town, not the park district.
  11. A memo on the water quality of Putnam Lake for this year is being created and will be submitted to the town board.  It will be made available on the park district website.

Minutes from September 5, 2013 Work Session

  1. Swim Team: Gerri Dolan was present to discuss next year’s swim team.  The budget was reviewed.  Dates were set for 2014 as follows:  Early Swim team registration will be April 23, 2014  & June 7, 2014.  Locations and times to be determined later.  First day of practice will be June 30, 2014 and continue through August 8, 2014.  Applications for coaching positions must be submitted by April 28, 2014 so positions can be filled by start of the season.  Additional improvements were discussed and will be implemented for next year.  
  2. Boat Storage:  The majority of boat owner’s storing boats on the parklands have acquired their 2013 boat registration stickers, over 170 in all.  All others not in compliance were given multiple notices to let the owners know of the new regulations.  Boats were tagged with a notice in early July and again in August.  Any boats that had PLCC tags and could be tracked from PLCC records were sent a letter informing them they still had a boat on the parkland.  Boats not in compliance with town code will be impounded on October 5th and 6th.  Efforts will also be made to inform the residents that all boats must be removed from the parkland for the winter months by December 1st including multiple notices in local newspapers.  Dates for impounding any remaining boats was set for December 7th and 8th.  As a courtesy, the park district will be offering assistance to any resident who need help removing their boat on Boat Removal Day, November 16th.  Anyone interested in volunteering to help may contact the Park Advisory Board.
  3. The docks at warren beach are scheduled to be removed on the weekend of September 28th.
  4. Fall cleanup day was discussed.  Information on the town fall clean-up will be gathered to see if we can coordinate.  Additional discussion will be held at next meeting.
  5. The dumpster currently located at the ballfield will remain so it can be used for park district garbage.
  6. The board was informed that the town will be issuing a letter to lakeside homes with regard to overnight parking along the parklands.
  7. An intern from a local university may be available for the spring semester to assist in any activities pertaining to the park district.  Additional discussion on this matter will continue at a later date.
  8. The town asked for additional information pertaining to lifeguard hours for next year.  Dede and Duane to follow up on the matter.

Minutes from September 5, 2013 Public meeting

  1. The meeting was called to order at 7:00 PM.
  2. All board members were in attendance except John Logue.
  3. Previous meeting minutes were approved.
  4. End of year beach summary:  Successful first year at the beaches.  We’ve received good feedback from residents.  New protocols are being developed based on experiences from this year and resident feedback for next year.  In addition, drills for the lifeguards will be scheduled for next year.  The park district will be advertising for new guards for next year as many of this year’s guards will be leaving.  
  5. Water Quality Update:  Handouts were given out showing the differences in algae that are present in Putnam Lake.  This year had high concentrations of Blue-Green Algae.  The algae was so extensive that it prevented most of the weed growth.  Allied Biological came to conduct the weed study, but due to the overwhelming algae that inhibited the weed growth, the survey could not be completed.  Measures to correct the water quality will be created for next year as more data and information is compiled from this year’s testing.  There are six more weeks of CSLAP testing and Allied Biological will be coming for another testing session before compiling their report.
  6. District Update:  A new website will be launched for the community to use.  The budget for next year was submitted on time.  Signs for all beaches, park areas, storage areas were submitted to the county to be created.  If anyone has a boat without tags, please acquire your tag through the Patterson Town Hall.  
  7. Meeting was adjourned to work session.
