Minutes last session 12/4/14 to be sent for approval

Grant: no news

RFP’s- long range plan – algaecides and herbicides to be done. Send RFP’s to all the same vendors we sent to last year for prices. Pat will send them out after we all approve it.

Parking signs are up. Hank has the invoice. 17 signs – Price came in under budget

Town Engineer- Pat, Hank, Rich and Laura met with him 12/7/14 at the ball field. No one has heard anything yet from him. He looked at drainage, parking, basketball courts – Pat to check with Rich Williams to see if he talked to him. – We will want the town to inspect everything we do. We can get a permit but no fee.

Hank sent the letter to the town for the rental of the baseball field for the Black Dragons Rugby team renting the ball field to practice –on 12/17/14 the board approved it – but we need town named as additional insured on their insurance policy and waivers from each of the players - $40-50 per hour was fine. We start with $50 per hour.

Start a schedule for groups using the field.

Rafts –Marguerite will meet with the vendor after the holidays. Maybe we can re-deck our rafts

CSLAP Applications – Hank approved all forms.

 We need to get prices for tree and vine removal. Talk to a few tree guys – start at the Odell’s house and go to undetermined point (to be decided) Then put an RFP for everyone to give us prices.

Bill Henry was recommended, Hank will talk Bill Peragine for an estimate.

DEC –Pending

Boat removals – Nick will volunteer to help remove boats – next year we will have boat tags made up. We need to buy boat tags, bracelets and car tags for 2015 – Patricia has the details. Order the same amount as last year and the same colors for all three – need all of these items to enforce illegal parking, beach access and fishing. Tag all boats & kayaks. Effective 2015 all boats on the lake need a tag. Laura will call boat owners on Friday. Garbage boats will go into a dumpster as well as pallets and planks and 2 by 4’s. 

Newsletter for 2015 – Tom to do it and get help from Marguerite and Alicia

Float – we won 2 awards – 3rd best appearing commercial unit & 2nd best live performance.

Neighborhood watch - $1600 collected for signs to date – to be put on existing poles signs

Vandalism – get graffiti remover and remove it ourselves so we do not have to file an insurance claim. Check to see if a police report was filed.  What should we do to prevent vandals – install lights to stay on for 10-15 minutes – what type of video equipment should we put in?

Public relations – news letter for 2015

Pat P – Duke Fence was approved – Pat P will call and have the work started.

At Board meeting – Patterson Fire Dept was at the meeting about the sign the approval is still pending.

Putnam Lake FD sign was approved – Maybe PLPD buys the sign so we can get our announcements posted on there.

Pat spoke to Rich Williams and Paul Fava doesn’t do insurance inventory. Pat already measured the fencing footage. Sheds and contents, life guard equipment – we have a list we give to the board of health, we can just use that list. We need a price for each item.

Tom – working on the easy access beach – investigated run offs and erosion and will present something at the January meeting and an estimate. 


There will be no meeting on Jan 1st.... Work Session on Jan 15th

Work Session:


We need to address the coaches/life guards set for 2015

Rafts – aluminum prices needed – we have a company coming to see what we have – get pictures of the rafts from the swim team to show the vendor – let’s get it right from the start.

Prices – for clearing the vines & trees. Clear partially fallen trees.

C-SLAP – ready to be handed in.

DEC – Application for permit.

RFP’s – Herbicides & Algaecides

Allied Biological will send us a management plan. We need to bid it out.

 Project reviews:

Ball Field – Ron Gainor, Patterson Town Engineer can come do a site visit at the ball field.
Give him a list. Set up a date.

Rich Williams –have him be our project manager - call him when we need him and how much is it going to cost us?

Boat removals - Nick needs volunteer hours. He can write down all the sticker numbers and we can call them.

Get a garbage container – 20 yard – for the boats that were never picked up.
Ball field usage - Rugby – Give us a schedule - $50 per hour – 7 hours per day
Basketball – one or two courts – need a survey first.

Employee evaluations:  Maintenance men David Calucci and Jerry Doyle

PD Inventory – Town’s insurance company – Survey all of our lights, fences, etc to make sure we are properly insured. Have Paul from Town Hall – complete this form.

 Fence quote: sent out 4 bids - De-Fence, Frazier, Duke. Duke needs to give us a quote with our new measurements.  $4900 is fine.

 Float will be worked on Sunday morning


Rich Williams will repair the Slusgate in the spring – drain the lake to put in a cap

Emails: As we get them, Mike adds them.

We need to notify the boat owners – we need the book of all of the emails from the town.
Update the bulletin board at the market.

We need all bills and invoices submitted to the board and then we submit it to the town.

 Board Members in attendance: Hank Earle, Mike Ercole, Pat Ploeger, Laura Russo

Pledge Allegiance to the Flag

Rugby Practice proposal

Needs minimum of 50 x 50 space.
They have their own insurance covered up to $1 million – no liability to the town for injury
No one plays without being on the roster.
Repairs – to damaged parts of field. – re-seed 2 -3 practices a week Jan 1st – Feb 1st
Have to be 18 to be in the tournament.
Registered players by Rugby Association can join and have 2 years experience.
But if we get a lot of interest from local people – he can do a practice for those kids.
Coach – Pete and one other coach. We will make money at this. Ridgefield charges $200 per hour to rent the field. Fair price to pay for the field -$40 – $50 per hour – advertise locally so it would bring community involvement. He would like to make it a year round event. No more than 32 people or 32 cars parking at the field.
Possible clinics or junior league for the youths in the area

 Minutes to be approved at the next meeting – a few updates needed.

Grant is still out there. Charlie Cook said it is back to the Carp.  We want to get it approved before Greg Ball leaves office.


Weed mapping is complete and will be posted on the internet. We will put in the application for carp and see if the DEC determines we should continue. It could take up to 2 years for approval, Rich Williams recommended 150 sterile carp.
Grass eating carp so most people will not fish them and if they do, they must be thrown back in.
We are going to do algaecide and herbicides treatments, 2 applications. We are going to bid it out again and try to get a 3-5 long term plan.
Parking signs – county is manufacturing the signs. 17 signs will be put up. Code exists but they need to be notified and then it can be enforced.
Beaches and parklands – Boat house soffits repairs were approved to be fixed. The price is reasonable.

 Projects:

Interlaken and Lacona Beach – clear the dead vines and debris – if no volunteers we will price it out. Early spring clean up before the leaves come back.
Fences – Jackson beach will have an extended fence
Fairfield beach fence was repaired with insurance money from the accident
We would like to get a professional opinion on a good overall plan.
Then we will proceed as it is necessary. Benches & a walking path
Ball field drainage issue on right field, weeping willows – to cut down or not.
Basketball court put in behind ball field – looking for a professional to advise us.
Baseball back stop needs to be repaired or replaced.


Float – due to rain forecasted on Saturday. The parade is  officially on Sunday the 7th – Sunday morning will we put it all together. Site to be decided, maybe at Warren Beach.

 
Neighborhood Watch

Ginny Nacerino pushed for a crosswalk and we got the stripes down and the signs were put up 12/4/14


 $1000 will buy 90-100 signs 

January 12th next meeting – Pete will provide us a yearly schedule. Not to meet during the summer. But have a Safety day in August


Public relations – put anything on the website. 126 people visited the site on November 26th. But the visits have decreased since then.

 We have a bulletin Board at the market

Board members Tom Douglas and Hank Earle positions are up. Both were approved by the board and have to send in letters asking for approval to stay for one more year.

Town gave us a huge thank you for all of our work. We thanked all the town people for all of the help we got for the past year. The town was very supportive.

 Boat removals – Will take the numbers and call them. If no 2014 sticker the boat will be confiscated. We will auction in the spring. $75 fee to claim the boat back after we take it.

    Meeting minutes are posted at the town website once they are accepted into record by the Park Advisory Board.  Minutes are also kept on record at the Patterson Town Hall.
