Sept 17, 2015 Work Session

Board members in attendance: Rich Filippeli, Marguerite Shortt, Pat Ploeger, Hank Earle, Laura Russo, Mike Ercole

John Panzanella;Ballfield neighbor– stated his concerns about the tree clearing in preparation of the basketball court. He wants a buffer zone put back. Put trees in as a buffer and they can be put on his property. We asked him to give us an idea of what he wants.It’s okay to plant the trees on his property, but he doesn’t want any responsibility of taking care of them. We will have them professionally planted and warrantied for at least a year. Has a concern with his pine trees with the buffer missing. Due to high winds. Have an arborist look at the trees for advice.

Minutes for August 6 approved, no minutes for Aug 20.
Grant/Carp/Carp Gate:
We have a grant for the carp gate.  The gate and carp are approved. We need something in writing to make publicly known that DASNY has approved the carp and gate. We have the approval but we do not have the permits and the contract for the grant money to proceed yet.
Fire Dept community sign – Pat will call Ginny Nacerino to find out what we need to do to proceed
Out of District members:  needs to be approved – voluntarily join the park district. Mail out notice next year.
Doggie Signs: pending – Marguerite will get new prices from 3 vendors

Beaches & Parklands:

Basketball  Court – the land has been cleared  The survey is being done on 9/18/15

Walking path – pull debris to the side of the road. We need a chipper for Oct 3 & or 4th

Walkouts & Rafts: Need prices to pull in rafts and walkouts, remove kickboards.

Neighborhood Watch signs:  Will be put up soon – Laura and Hank will work on this

Glass case: carp gate / Algae posting / Halloween Window painting/ new board member needed

New hires 2016
Life guard manager, handyman
Get beaches mowed professionally.

Need to get a 7th board member – put a sign everywhere, on the website, at the market bulletin board; Applications by Oct 15th, then set up interviews
 

Sept 3, 2015 Public Meeting

Present:  Hank Earle, Tom Douglas, Laura Russo, Rich Filipelli, Pat Ploeger, Mike Ercole

Minutes:  Minutes of the 8/6/15 meeting were not available for approval.  There was no work session on 8/20/15 due to a lack of quorum.

Lake management:  The lake received its final algaecide treatment on July 31st and by all reports is looking great.  The new sluice gate at the dam is in the process of being installed.  Hank has asked Rich Williams to follow up on the DEC approval process for the carp and carp gate.

Out –of-district users: The PLPD board will review the process over the winter.  One recent suggestion that might be considered is expanding the area of eligibility to the Putnam Lake Fire District.

Walking path:  The PLPD will start clearing a portion of the proposed walking path area in the fall.  Hank will contact the Boy Scouts who have expressed interest in making the path an Eagle Scout project.

Basketball court:  Bids for the tree removal and site preparation have been received and a surveyor hired to stake out the boundaries.  Work should start in late September.

Trash containers:  The containers will be assembled and installed shortly.

Walk-outs and docks:  The PLPD has gotten proposals ranging from $50,000 to $250,000 for the Warren Beach walkouts and docks.  Since the prices and the type of docks vary greatly, the board may install a variety of small docks/piers to test.

Dog waste stations: The doggie bags are being used quite effectively.  More stations will be ordered.

Special events: The Halloween window painting day is scheduled for Saturday, October 3rd.

    Meeting minutes are posted at the town website once they are accepted into record by the Park Advisory Board.  Minutes are also kept on record at the Patterson Town Hall.
