Minutes from November 21, 2013 Work Session

11/22/2013

 
  1. The meeting was called to order at 7 PM.
  2. Board members in attendance:  Dede Lifgren, Hank Earle, Mike Ercole, Duane Holze.
  3. The meeting minutes from previous meeting were accepted.
  4. The PAB has an open position.  The town will advertise and has agreed that interested parties will be interviewed by the PAB at a later date.  More information to follow at a public meeting.
  5. The hiring of maintenance personnel for next year was discussed.  The job description and responsibilities will be outlined after the timeline has been completed.
  6. Several abandoned boats were removed from the parkland and are stored at the boat house.  The disposal of these boats was discussed and further information is being collected as to the available options.  Additional information is due from the town and decisions will be made once all information is collected.
  7. The removal of the remaining rafts at the beaches was discussed.  A time was set for volunteers to pull the floats ashore.
  8. Changes to chapter 116 code were reviewed.  A memo will be sent to the town board regarding suggested changes.  Chapter 116 outlines the Park District regulations and was developed to create the Park District.  Minor changes are suggested to reflect the operation of the Park District.
  9. Preliminary plans of the Lake Management Plan were discussed.  This included discussions regarding weed surveys, harvesting, nutrient levels, carp and other treatments.  Discussions will continue as more reports are due in from various sources such as CSLAP and Allied Biological.
  10. Preliminary ideas for Memorial field and potential renovations were discussed including field repair, fences, benches and more.  Discussions are slated for early next year, but information/costs will begin to be collected earlier.
  11. The contents of the boat house are being organized.  Much of the contents is no longer usable and will be disposed of as needed.  The result is a great open space usable for storage and future endeavors of the Park District.

Minutes from November 7, 2013 Work Session

  1. Timeline Review:  A preliminary version was handed out.  It will be compiled into a formal spreadsheet plan and reviewed at future work sessions for additions and modifications.
  2. Boat Removal Day.  Plans were discussed for November 16th.  Three crews with trucks and/or trailer will be available to assist residents.  All boat owners were sent a reminder letter about the removal day and an email will be sent to all registered boat owners on the morning of the removal day as a reminder that volunteers are available.
  3. Valve Discussion: Further discussion was had regarding the valve at the dam.  The PAB will continue to monitor progress and report.
  4. Softball Field: A brief discussion was had on the ball field and plans for improvement.  More detailed discussion will take place at future meetings. 
  5. Water Quality/Improvement:  Weed Harvester discussion and some remediation ideas were discussed.   Information is continuing to be gathered on all options.
  6. December 19th Work Session Meeting:  It was agreed that the December 19th work session may be cancelled if there is no need for the meeting at that time.  Public meetings are held once/month and works sessions are held twice/month.

Minutes from November 7, 2013 Public Meeting

The meeting was called to order at 7 PM.

  1. Board members in attendance:  Dede Lifgren, Duane Holze, Mike Ercole.
  2. It was announced that John Logue resigned from the Park Advisory Board prior to the meeting.
  3. Meeting minutes vote was tabled to next meeting.
  4. Water Quality Review.  All water testing is complete.  Reports of the data are now being compiled by Allied biological and CSLAP/DEC.  Formal reports should be available around the end of this year.  Information pertaining to the Blue-Green algae concentrations was discussed.
  5. The valve on the dam is continuing to leak.  This is preventing water to overflow the dam and skim the water’s surface.  The town is awaiting reports from an independent company who did a formal assessment of the valves condition.    
  6. A review of the timeline that is being created was reviewed.  The timeline will detail the annual responsibilities of the PAB to maintain and improve the lake, water quality, parkland and beach areas. 
  7. Boat Removal.  An update was given.  All unregistered boats that were stored on the parklands have been removed.  The public was reminded to remove all boats from the parklands for the winter months.  Boats should be removed by Dec 1st.  November 16th has been setup as Boat Removal Assistance Day.  Volunteers will be on hand to help residents move boats if they require assistance.  Removal of the boats annually allows for parkland clearing and cleanup around boat storage areas, reduces the amount of abandoned boats that have been historically left on the parkland each year, removes chains annually to prevent choking of healthy trees and ensures only active boats return to the parkland in the spring. 
  8. A No Parking notice from the town of Patterson went out to residence along the lakeshore reminding them that overnight parking is not permitted.
  9. Residents were reminded that leaves and yard waste cannot be dumped on the parkland.  The town may issue violations for this activity since it violates the town code.  In addition, dumping of excess yard waste on the parkland continually adds nutrients to the lake contributing to the weed and algae problem.  
  10.  Public Recognition.  Discussions were had regarding water quality and the improvements planned.  It was discussed that information and reports that the PAB receive will be posted to the website for all residents to review.

    Meeting minutes are posted at the town website once they are accepted into record by the Park Advisory Board.  Minutes are also kept on record at the Patterson Town Hall.
