PLFD outboard motor: invoice received and once it is vouchered, we can pay the Firehouse and they will deliver to the boathouse

Carp Gate: Pending
Walking path: At this point let’s have Terri Hahn and Rich Williams meet at the walking path to discuss the process, progress and how to proceed
Parade: We will get a check for the entrance fee to give the PLFD
Misc:
Hedge trimmer head can’t be sharpened – it needs to be replaced – let’s see what our options are
Tree Removal: Approval to remove the trees around the lake – the board unanimously approved:  Bill Henry
Send another RFQ to chip the branches near the road
Dock removals: Hank will try to get prices this week
Flag Football: Possibility of having a game on Thanksgiving Day
Patterson Town sign @VFW: we will follow the process for posting the events
Electronic sign: Let’s get the information to purchase a sign

Minutes:  Approval of 8/18; 9/1; and 10/20 have been approved – and will be sent to the town clerk
Lake Management: DASNY carp gate grant:  it was approved and sent to the DEC but never came back for final approval; Mr. Murphy was called and someone is calling Albany to see what the holdup was this year. We need the final paperwork in hand to send out for bids.
Algaecide Treatment: We sent out RFQ’s and received back bids
Parklands:
Walking path: We cut down trees vines, and saplings from Lacona to Interlaken, it is close to the next step. We have brush close to the road to be removed and there is some wood that can be removed for firewood
Boat removal: Need to be removed by Dec 1st
Dock Replacement: we looked at a new system to replace what we have currently
Dock removal:  we did not receive any bids or prices back from any RFQ’s we sent out.
Ballfield: The basketball court has been blacktopped
Recreation & Events:
We are looking to start flag football no official planning, just get the kids out to play at the ballfield
Fundraiser proposal:  for an adult cocktail party
We will be participating in the Putnam Lake Fire Department Holiday Parade 12/3/16
We need to fill a Board member position to maintain a 7 person board
2017 budget – once approved, send it in an email and then PLPD members can come to the Dec 1st meeting to discuss or ask any questions.
We will not have a November work session meeting

​Minutes: 10/20/16 – Work Session

Salute to the Flag
Lake Management: The RFQ for 2017 algaecide treatment was sent to applicators on 10/13.  The bids are due on November 3rd at which time we will recommend the low bidder to the Town Board.
Boat Motor: Mike will ask the PLFD to prepare an invoice for the outboard motor so that the Town can issue a check and the motor can be transferred to the boathouse.
Walking path: The work started on September 24th.  Hank, Pat, Lucinda and David Johnson cleared the Lacona Beach area putting in a total of 16 hours.  On October 15th Hank and Pat were joined by his son, nephew,  and Ken and Stacy Meade.  The plan is to continue until bad weather hits. We are still looking for more volunteers.  
Illegal parking: Pat met with Bob McCarthy to ask for enforcement of the parking laws.  He requested that Pat provide him with the addresses where the violations are taking place.
Boathouse:  Because of the damage to the entry door, the new  lock should be installed.
Maintenance: Pat will draw up a list of items for Gerry to do by the end of the year.
Tree removal:  We need a revised estimate for the downed trees, since the lake will not be lowered this season.  Pat will contact the companies and confirm bids for approval at the November 3rd meeting.
Dock removal: Hank will have prices to remove the docks from the lake by the November 3rd meeting.
Shoreline remediation:  When the lake is lowered next fall we will be able to put in bulkheads on the beach areas that have eroded. 
Basketball Court:  SportTech started construction on Monday, October 17th.  Weather permitting it will be completed soon.
Ballfield: We need an overall long term plan for the field including fencing, benches, picnic table, soccer, etc.
Scary Movie Night: Sat 10/22 @ Warren Beach – bring chairs – popcorn will be provided
Flag football:  Pat said that the supplies are on backorder.  We should discuss ways in which the PLPD and the Rec Center can work together to promote sports activities for our youth.
Electronic sign:  Marguerite will contact various sign companies to get prices for the electronic signboard.
Website: Update minutes on the website and send to the town clerk
Photo ID: Pictures will be taken on 11/3 at the November public meeting
Board member: We still need another board member. At the end of the 2016 season the term ends for another board member. We need to replace that position also.
PLFD Christmas Parade:  The PLPD will participate in this year’s parade and approved the $100 expense.
November 17th work session is cancelled.

LAKE MANAGEMENT
Carp gate/Carp: The carp gate cannot be built this year since the DASNY grant paperwork has not yet been received back from Albany in time for lake drawdown and bidder notification etc.
 
PLFD Outboard Motor: Approval given by PLBAB to purchase a 25 hp outboard motor from the Putnam Lake FD for $800.00
 
Algaecide treatment for 2017: The PLPD Board approved the Algaecide RFQ.
Rich Williams had questions on some of the specifications so the RFQ will be sent to the Town for approval.
 
PARKLANDS
Walking Path:  Lucinda said she had volunteers from Danbury HS for Pumpkin Event and suggested that we try to get students from area high schools. Pat will contact Ginny Nacerino at Brewster HS regarding students possibly helping with light work on the path.  We received a call from a resident who asked if they could remove the downed wood along the walking path.
 
Illegal parking: Bob McCarthy has not gotten back to Pat yet. She will speak to him this week.
 
Boathouse security: The locked cabinet was installed in boathouse by NYCONN.
Report of possible break in was investigated by Sheriff.
 
Maintenance: Pat will compile end of season list for Gerry Doyle including
-Taking down yellow DEC notices
-Check doggie stations
-Taking boats out
 
Tree removal:  We have bids from Bill Henry, Osario, and Woodlands Tree Service.
Since the lake will not be lowered this year, Pat will check with bidders to see if their prices will be affected.
 
BEACHES
Pat will cancel beach portasans and trash pick-up effective October 31st.
Dock removal: Hank will write and send out RFQ.
 
RECREATION
Flag football games: Pat will follow up on delivery from BSN Sports.
 
2017 Rec Center Programs for Putnam Lake: At the recent budget meeting Charlie Cook said that he talked to Matt Chibara at the Rec Center about Putnam Lake participation in Rec Center programs.  Pat told the Town Board that the PLPD was eager to participate and suggested that programs be held at Memorial Field using Rec Center staff.
 
COMMUNICATION
Electronic message board:  Marguerite will work on getting information from
various companies for sign.
Mike working on website update.
Lucinda working on sending out press notices for meetings and Park District events.
We will be taking photo IDs for badges at our November 3rd meeting. Alicia will format them and send them to Jamie Gagliardo who will laminate them.
 
PERSONNEL
Maintenance: Hank and Pat will be working on per hour cost, work order form, and list of priority work tasks for handyman.
 
Lifeguard recertification reimbursement policy: Patricia Brooks is working on a formula for cents per hour increase
 
OTHER
Pat will contact Attorney Rossi with waiver of liability questions.
 
Laura made a list of untagged and improperly stored boats to be removed.
 
2017 Season
Pat will prepare manuals for Swim Team and Lifeguards.
Equipment will be assessed for needed repairs or replacement.

Minutes: 9/15/16 - Work Session

Minutes:  8/18/16 have been approved – Laura will send to town clerk
DASNY carp gate grant:  No update as of today despite the paperwork having been returned to DASNY a month ago.  If we do not hear within a week we will not be able to go ahead with the project this year.
Boat motor:  On 9/6 Pat gave Rich Williams our written answers to the questions the Town board raised at their meeting of 8/17.
Lake Treatment: Pat will start preparing the RFQ’s for 2017 algaecide treatment in time for the Town Board to approve by year-end. 
Walking Path: We need to publicize the walking path clean-up project.  Pat will get signs made at Olsons.
Illegal Parking Enforcement:  Pending
Boathouse Security:  Pat was asked to get a price from NYCONN to purchase and install a locked cabinet for the monitor
Downed trees: We got some prices/bids to remove the trees that fell around the lake.
New walkouts and rafts:  Hank and Pat reported on their 9/10 visit to Bantam Lake, CT to look at various dock systems.
Ballfield:  Construction of the basketball court was awarded to Sport Tech Construction.  Prior to construction the boulders need to be removed from court area .  Pat will check with Bottge Excavating to see if they are still willing, at no cost to us,  to take the boulders to their Brewster facility where they crush stone.  We will contact Jim Gagliardo to see if he can load the boulders onto Bottge’s trucks.
Portosans:  The ballfield portosan will be removed 10/31/16.  The softball league should be finished by 9/25.
Flag Football: Equipment is backordered and should be in by 10/7. Hank will start organizing play time.
Electronic sign: Pending
ID badges: Mike said that Jamie Gagliardo may be able to laminate the badges for us if we have them formatted.
Life guard: The town reimburses lifeguards for their recertification fee of about $250 and has a concern that the PLPD is paying for guards who only put in a few hours during the season.  We discussed how payment should be made – either at the end of the season, or on a per/hour basis – and will share that information with the town comptroller.
Advisory Board Member:  Our August efforts to find a replacement for Rich Filippelli yielded no results despite advertising in the papers, on our website and on flyers.  We will re-advertise asking for resumes to be in to the town clerk’s office by 10/7.  We will interview applicants at our 10/20 work session.
Meeting format:  The PLPD board discussed the current practice of having a public session followed by a work session on the first Thursday and another work session on the third Thursday.  Pat will check with the town to see what, if any, the requirements are.

Minutes:  8/4/16 have been approved – send to town for record
Lake Management:
DASNY grant: Contract should be completed by mid Sept. Then we can lower the lake. The bid will go out then. Hopefully October completion.
Parklands:
Walking path: Saturday’s @ 10 am – 2pm, September 24th  and continue until Oct 29th - we need volunteers- possibly recruit high school kids for community service.  Start at Laconia and clear the woods so we can save money
Illegal parking: No overnight parking by anyone: You are only allowed to park while using the lake by members of the park district. We need the Town to start ticketing. Our town code enforcer is responsible for enforcing this local law.
Beaches:
Dock replacement: A grant is pending with DASNY
DOH – closed Jackson Beach on 8/31– blue/green algae bloom – it wasn’t tested – it was visual
Ballfield:
Basketball court: It is in its final stage – The County donated clean loads of fill to help level off the land. The bids are due back on 9/8
Recreation & Events:
Family Movie Night – Sat 9/3 Warren Beach
Music on the beach: Fri 9/9 @ 8pm – Warren Beach
Volleyball: Wednesday’s @6:30 – Warren Beach
Advisory Board Member needed to fill a vacant seat- they need to attend 2 mtgs a month and participate in events, team player.
The 2017 budget was submitted on 8/22/16
Public recognition: A suggestion for more activities at the ballfield – soccer/kickball/whiffle ball, flag football, badminton, etc…. but we need volunteers to organize the events
We will try to borrow the flag football equipment from the rec center and just have a random game and see if we get a good turnout.

Minutes:  7/7 and 7/21 approved – send to town for record
Lake Management:
DASNY grant – contract should be completed by mid Sept. Then we can lower the lake. The bid will go out then. Hopefully October completion.
Boat motor purchase: has been tabled. Parameters: The Town is asking who is going to use it?  We will use it to pull docks out of the water, storage, security, safety training, who would be certified to use the boat. Prepare answers for the Town Board.
Walking Path: 9/24/16 – 10-2pm – continue working on clearing the path – make flyers and start getting the word out.
Trees: downed trees – we need an estimate to remove the trees that are now fallen in the lake
EZ docks: we want to go look at them – Hank will call to set up an appointment
Wedding on Warren: May 7th – local residents will have about 100 people, tent set up, DJ – have rafts off the beach area – launched out in the water. Have the grass cut and have a spring clean up done prior
Basketball Court: Documents should be ready on Friday the 19th. Rich will send the finalized documents
Electronic sign: still pending with the Town Supervisor
Music on the beach:  Scotty and Jamie Cairney to perform on August  27th
Volleyball: Have open play on Wednesdays @ 6:30
Handyman Tasks: Kickboards can be removed, fix broken picnic table. At the end of September remove the rafts and floats

2017 Budget:  The PLPD board looked at projects  on the boards for the remainder of 2016 and estimated the cost.  They also looked at upcoming projects for 2017 in preparation for the budget that the town wants to be submitted by August 22nd.

Public Session – cancelled – no Park District residents were present.
 
Events: Dawn Consolato asked the PLPD board if she could look into the possibility of having a holiday party for adults early in December.  It would function as a fund raiser for the children’s events that were formerly supported by the Beach Party.  The Board suggested it take place on Saturday, December 10th.  Pat will look into the insurance certificate the PLFD requires.
 
Carp Gate:  DASNY approved the carp gate and sent the request to NYS Senate Finance to verify the availability of the funds.  The board expressed concern that the process might be held up unless we hear from DASNY soon.  Pat was asked to contact Sen. Murphy to see if he could help speed up the approval.
 
Walking Path:  The board set a date of September 24th to resume clearing the parkland for the walking path.  The board agreed that it needed to advertise for volunteers.  Pat will ask Alicia Earle if she would design a flyer to send out in early September.  The board agreed that if food were provided, it might attract more volunteers.  Signage is also needed.
 
Trash Barrels:  Since the six trash barrels around the lake seem to be staying put without concrete pads, we will defer installation until such time as we see they are needed.
 
Music on the Beach:  Pat will confirm that Scotty & Jamie Cairney will play on Friday, 8/27, and that Mike Latini and Jim Nowak will play on September 10th or 9th if there is a conflict with the VFW Clambake.
 
Volleyball on the Beach:  The volleyball equipment has been delivered.  Pat will contact Stacy Meade, Patty Sutton, and Deb Lawlor to see if they want to start up a regular day and time.
 
Dock Replacement:  Although we cannot proceed with getting estimates for the new docks until the DASNY equipment grant has been secured, Hank will contact EZ Dock to see if we can do a site inspection of their product.
 
Basketball Court:  Hank will contact Rich Williams to discuss the site leveling and rock removal, etc. for the construction of the court. 
 
Electronic Message Board:  Mike reported that Rich Williams is getting prices on the proposed message board we so badly need.  The board asked Pat if she could find out what kind of boards he is looking at.
 
Boat Storage:  Hank will send Pat the stickers to put on unregistered boats, or boats that are improperly stored on the parkland.  The first sticker is a seven-day warning, and the second is a seven-day notice of removal.
 
PLPD Boat:  Pat will request town board approval to purchase the PLFD’s 25 HP motor to use for maintenance on the lake.
 
Board ID:  Mike will check with Jamie Gagliardo to see if he can make up laminated ID cards for the board to use when members are performing official duties.
 
Beach Chairs on Swim Docks:  Beach chairs should not be on the swim docks during swimming hours as it interferes with the lifeguards’ ability to see swimmers.
 
Tree Removal:  Pat will contact Bill Henry for an estimate on removing downed trees at 51 So. Lake and 5 Lake Shore, as well as dead/dangerous trees on Jackson Beach and 4 So. Lake.

Minutes:  6/2/16 - approved
Lake Management:
Water chestnuts: we need a few people to remove them now and again next spring – we will find out the proper time for removal
Boat / Beach policy –no boats of any kind can be launched from the beach and only kayaks can be launched beach – never in a swim area. Do not mess with the goose fencing
It’s time to enforce that boat stickers must be on the boats. Apply 1st sticker and give a warning and then 7 days later another sticker that the boat will be removed in 7 days.
Basketball Court:
Peckham Grant – never worked out – so we need to look at options to get this moving
Send it out to bid- bring in fill and level off the area. Send another bid out for site prep and then have a bid for basketball court. Let’s order fill to be delivered. We need the Town to prepare the bids. Give them details for separate bids by the next Town Board meeting.
Volleyball Net has been order and should be delivered next week. We can contact Stacey Meade to start the beach volleyball
T-shirts for the PLPD with the logo on it – Let’s get prices - we will personally pay for the shirts
Get approval to purchase the used boat motor from the PLFD
Lifeguard: Board approved Jill Leahy
