Work Session for March 6, 2014

  1. Meeting minutes were discussed.  Hank requested changes to the existing minutes which included adding the following information to both January 16th and February 6th meeting minutes.  “The code changes proposed include: Changing the number of board members from 7 to 5, a potential limit to the number of boats stored on the parkland, location and number of boat stickers, details regarding impounding boats, distinction for green debris dumped on the parkland.”   It was suggested that meeting minutes be more detailed in the future and agreed that action will be taken to do so.
  2. The positions advertised on the postcard were discussed as follows:
  3. Open PAB Position.  Additional flyers will be distributed locally and the position will be reposted on the website.  Interviewing will begin at April 3rd meeting when all PAB members are available.
  4. Some Lifeguards have applied.  Apply by and interviews begin by April 17th.  Applicant pool will be reviewed April 3rd.  Additional advertising will be done as necessary.  
  5. Maintenance person conversation tabled since Joe Dalia showed to discuss Softball League
  6. Conversation was had regarding softball league.  Joe requested the following:          
  7. Approval of up to 12 teams at $1100/team.  If 10 teams, $4500 budget for umpires (90 games) – this is the current budget.  If 11 teams, $5400 budget for umpires (108 games).  If 12 teams, $5500 budget for umpires ( 110 games)
  8. Discussion were also had regarding adding clay to Memorial field.
  9. The PAB unanimously approved the following for the softball league.
  10. League Play every Sunday from April 6th/13th to October 5th.
  11. Rosters and Payment to be to town by May 1st. (agreed by Joe)
  12. Approval of up to 12 teams in the league @ $1100/team.
  13. Change umpire budget from $4500 to $5500 if 11 or more teams join.  This official vote for budge line-tem change will be postponed until fees are collected
  14. The benches for the ballfield were discussed and who was going to have them installed.  This process will be combined with a full review of repairs needed for Memorial field.
  15. Blonde clay was discussed and will be investigated for price.  The PAB would like to add clay to the ballfield for this season.
  16. PAB will email Joe on the approved changes to the softball league.
  17. The Maintenance position was discussed.
  18. There are about 8 applicants currently.  Interviews will begin March 15th, 9am at the boathouse.
  19. The PAB will investigate if any certifications are required such as OSHA or otherwise.  
  20. Salary was agreed at $16 to $18/hr at 28 hours/week.  
  21. The list of responsibilities was reviewed.
  22. It was agreed that the ballfield will be mowed by a hired service this season and not part of the maintenance worker’s position.
  23. Lawn maintenance equipment will be purchased in upcoming weeks.  Basic equipment will be needed like lawn mower, weed wackers, ect.  Larger ride-on mower or walk behind will not be purchased since the ballfield will be mowed by a service.
  24. Bids will be secured for an 8’x10’ trailer to transport all lawn equipment.
  25. Specifications for lawn bids are being completed for acquiring bids this year.
  26. Application for parkland permit was reviewed.  A $50 standard fee was approved by PAB for anyone requesting special permission to use the beaches or parkland for private events.  PAB has the option to wave this fee if the event is considered for the community as a whole.
  27. A request was received to have Volleyball at Warren beach on Tuesday nights this summer.  The PAB approved the event and waived the $50 fee.  The applicant must fill out the application and submit to the town clerk.
  28. The signs for the beach areas and the boat storage areas were discussed.  Four companies were contacted for quotes, three replied.  Bids were all around $3500 for signs and installation.  The PAB approved Signarama in Danbury.  A proposal will be put forth to the town board on this project for approval.
  29. The Timeline was reviewed for March.  All necessary actions are currently being taken for the month.
  30. Fence prices are to be acquired for closing off Jackson beach and enclosing Memorial field.  More discussion once quotes are collected.
  31. A lengthy discussion was had regarding the Lake Management plan.  Excerpts of the report currently in progress were read.  The full report will be available for review by the public once completed in the next few weeks.  The report covers all remediation techniques including those recommended and those not recommended.  In an effort to move some treatments options along, the board had to vote to approve the following so permits could be acquired.  These remediation techniques are only part of the overall plan.
  32. Treatment of Curly Pond weed with Aquathol K – 4 acres at an approx cost of $3950.
  33. Treatment of Blue-Green algae with Cutrine-Plus – 2 to 4 20 acre treatments at an approx cost of $5240 to $10480.
  34. Additional options were discussed but no formal votes on remediation techniques ensued.
  35. The newsletter was discussed.  A preliminary draft was presented which includes a lake area map.  A final copy will be emailed to PAB members for approval prior to submitting to the town board for approval.
  36. The PAB agreed to allow the Friends of Putnam Lake hold an Easter Egg Hunt at Memorial Field on April 5th.  Events are for kids 12 and under at 1pm.  Rain date is April 6th.  Games, cookie decorating, prizes, an egg hunt and very large bunny will be stopping by to visit all the kids.
  37. A lengthy discussion was had regarding adding an “Entertainment Committee” to the Park District.  The details on how this committee would be formulated, how their budget is set/operated, donations/fund raising and what activities are included are being discussed with the town and the town attorney.  A vote was had at the previous meeting regarding formulating an “Activities Committee.”  Members of the PAB disagree on whether that vote included approval for the Entertainment activities.  Therefore, further discussion will be had when more information is collected from the town.
  38. It was discussed that meetings should be taped in the future and a service should be hired to transcribe.  This would eliminate the burden of drafting minutes from any one PAB member.  All PAB members agreed to the idea and information on equipment and the process will be investigated.
  39. Meeting was adjourned.

    Meeting minutes are posted at the town website once they are accepted into record by the Park Advisory Board.  Minutes are also kept on record at the Patterson Town Hall.
