June 18, 2015 work session

Present:  Hank Earle, Tom Douglas, Patricia Ploeger, Rich Filipelli, Mike Ercole and Marguerite Shortt

Minutes: The minutes of 5/7/15 and 5/21/15 were approved

Lake Management:  Pat reported that Allied Biological is scheduled to apply Cutrine Plus on 6/19/15.  The beaches should be open by noon the following day.  Marguerite noted that she had not yet heard back from Mike Flaherty at the DEC re the application for carp but had been assured that the paperwork was on his desk.  Per Rich Williams, the DASNY grant for the carp gate was moving along. 


Out-of-District Users:  Mike Griffin asked Hank to present the PLPD’s ideas for accepting out-of-district users.  The following was discussed and approved to present to the town:  The fee for a season pass  (expiring on 12/31/15) would be $125 per family and who must reside in Patterson. They will be accepted on a first-come-first-served basis, and will be limited to 10 families. This would include those families who pay $125 for their child to join the swim team.


Number of Guests Permitted:  The board discussed whether a resident could bring an unlimited number of guests to the beaches, or if the number should be capped at a certain amount.  No decision was reached.  The issues will be discussed at a later meeting.

US Communities:  Marguerite, Hank and Pat met with Doug Looney of US Communities on 6/15/15 to discuss the feasibility of the PLPD joining the purchasing cooperative.  Marguerite explained that this would necessitate a change to the town’s bidding laws and that the PLPD was in favor of this cost saving measure.  Marguerite and Pat will schedule a meeting with the town to discuss how this can be implemented.

Dog Waste Stations:  In order to get the message out to dog owners, the PLPD approved the purchase of 12 additional signs to be posted on the “No Parking” signs around the lake.  Marguerite will ask Patricia Brooks to set up an account with the vendor.

Walking Path:  Hank, Mike, Rich and Pat met with landscape architect, Terri Hahn on 6/14/15 to do a site walk on the parklands from Interlaken to Lacona Beach.  Hank explained that the process of creating a walking path would start with clearing the area of deadfall and small saplings, dragging them to the roadside and having them chipped and hauled away.  The path would then be laid out and some sort of material put down to define the path.  Tom asked if woodchips would be totally accessible to people with canes, strollers or bicycles.  Hank asked Marguerite and Pat to find a date for volunteers to start the first phase and to coordinate with Alicia Earle for advertising this event.

Basketball Court:  Hank and Mike Ercole met with Jim Gagliardi to review the proposed site, give an estimate, and determine how it could best be prepared for building a court.  Since the estimate was reasonable, the board approved going ahead with the project.  Pat was asked to contact a surveyor to get an estimate for staking the boundaries of the whole field where it abuts private property.  Hank said that he could talk to the County about diverting the culvert that handles road run-off

Swim Team:  There are only ten children registered so-far (and only three for swim lessons) but that appears to be typical for this time of year.  Pat will ask Pete Dandreano to announce at the next town board meeting that the swim team and swim lessons are open to all Patterson residents.  Alicia will send Pete flyers with the specifics.

Docks and Walk-outs: GTX is preparing an estimate for aluminum docks and walkouts.  Tom prepared an estimate for Pier of d’Nort’s product.  Hank asked him to revise the estimate based on exact measurements  (832SF X 2) and to see if the system would work in the foot of muck that is typical for the lake bottom.

 Neighborhood Watch:  Hank said that the NW signs should be going up soon.

Beach Safety:  Hank noted that each beach fence and each lifeguard chair should have a proper 911 address.  He will get the signs.  He reported that the recent training exercise with the Putnam Lake fire department was very helpful, and that another training would be scheduled soon.

Events:  The Beach party is scheduled for August 1st.  On Sunday, July 19th, the PLPD will host a fishing tournament.  The fee will be $30 for each entrant, $5 of which will go to buying prices for a children’s fishing derby.  The tournament will be open to tax district residents, 13 and older, with a maximum of two guests in the boat.

 Dead Tree Removal:  Pat met with Bill Henry to assess the dead tree on the parkland adjacent to 68 South Lake Dr.  The board approved the removal of the tree.

Website:  Pat asked about changing the ownership of the PLPD website.  Jeff Boede is fine with transferring the ownership to the town, and asked that the PLPD manage the paperwork.  Pat will call a firm that specializes in websites to find out the process.

    Meeting Minutes

    Meeting minutes are posted at the town website once they are accepted into record by the Park Advisory Board.  Minutes are also kept on record at the Patterson Town Hall.
